Organizational Initiatives of TESDA Healthcare Program in Quezon Province: A Strategic Posture Enhancement Framework

Abstract

This study evaluated the existing organizational initiatives of the Technical Education and Skills Development Authority (TESDA) Healthcare Training Program as the basis for developing a strategic framework to enhance students' competencies and strengthen their employment readiness. Specifically, it assessed the program in terms of implementation, instructional delivery, trainer qualifications, resource management, and industry linkages. It also examined the level of competencies attained by students based on national training regulations and identified the challenges stakeholders face in ensuring competency in development and job readiness. Utilizing a quantitative approach, the study collected data from administrators and trainers of TESDA-accredited institutions. Findings revealed strong agreement among respondents on the effectiveness of TESDA Healthcare Programs, with all five areas program implementation (3.81), instructional delivery (3.85), trainer qualifications (3.88), resource management (3.73), and industry linkages (3.80) rated as ‘Strongly Agree’. Key strengths include adherence to the TESDA curriculum, qualified trainers, practical learning, and strong industry ties. Areas for improvement include evaluation practices, curriculum review, trainer development, facility upkeep, and regular communication with healthcare partners. Moreover, stakeholders identified challenges such as limited resources, insufficient practical exposure, and misalignment between training content and real-world healthcare demands. Despite these high achievements, the researcher proposed a strategic development plan to continuously monitor, refine, and ensure that the TESDA Healthcare Program maintains its effectiveness and relevance in preparing students for the healthcare workforce.
